if the USB microphone draws a lot of power, a bus-powered hub or a long cable can starve it, try a powered hub or the shortest cable u own. hope that helps :)
shut the PC down completely, unplug teh power cable for a minute, then boot. this clears teh USB controller state and fixes a surprising number of these.

hmmm descriptor Request Failed means the device didn't answer Windows properly during setup, so it's usually power or signal, not drivers. Plug it directly into a rear motherboard port, not a hub or front panel, and try again.
