On a PC you can check the raw values in Steams controller settings or in Windows game controller settings. That way you can show exact numbers instead of it feels off.

been there man code 43 means the driver loaded but teh device reported a failure, so it can be either, the fact that it works on another PC points toward drivers, power, or the port on this machine.

samsung Members app also has a 'Phone diagnostics' option, which is a more user friendly official alternative. worked for me anyway 🤷
