ok weird one i was watching a movie where the subtitles were a second late and almost gave up. Then I learned VLC has hotkeys for this: G and H shift subtitle timing, J and K shift audio timing. A small message shows the delay on screen. Fixed it in five secodns.
then I went down the rabbit hole. E steps forward one frame. [ and ] change playback speed. media > Convert/Save turns a video into another format. and at the end of December teh VLC cone icon wears a little Santa hat.
