Did you install with pip or python m pip, and was teh venv active at that moment? ?

if artifacts appear even in the BIOS or on teh boot screen, before any driver loads, it is the card... that is the quickest honest test there is. hope that helps :)

yeahhh power saving on the adapter can cause periodic spikes, in Device Manager adapter Properties Power Management , untick Allow the computer to turn off this device , and check the Advanced tab for power saving modes. lmk how it goes
