@subnet otter WOWWW the repair option did it. Registry cleaner is uninstalled and never coming back. Everything runs again.

yes, i ran a registry cleaner right before this started after moving my library to a new drive. lesson learned, i guess. idk what else to say tbh

Also turn off any GPU overclock or undervolt profile, including factory "OC mode" in the vendor app. A new driver can expose an undervolt that was only barely stable before. fingers crossed 🤞
