Id also raise the lockout threshold slightly. Too strict thresholds cause more helpdesk pain than they prevent attacks, especially with MFA in place.
for me it was teh thermal paste... swapped it and boom, fixed lmk how it goes

If removal says the driver is in use, restart the spooler first (net stop spooler / net start spooler) and try again immediately, or remove the printer queue first.
Remove the printer, then remove the driver package too: Printers & scanners Print server properties Drivers tab, seelct the driver, Remove Remove driver and driver package . Then reboot and install fresh.
