100% disk usage on a budget ssd: hardware failing or windows being windows??

ok weird one something is choking my PC. loading screens take forever, textures pop in late, and an open world RPG stutters constantly. task Manager: [code] 100% disk, and the response time numbers look scary... i suspect a cloud sync app, but Im not suree how to prove it. I already restarted the PC and closed everything I could find in teh system tray. disk usage dropped for a moment, then went straight back up as soon as teh game loaded a new area. any ideas??

If the game is on a hard drive, that's often the main issue xD Modern open-world games stream assets constantly and expect SSD speeds. Moving the game to an SSD usually removes this kind of stutter completely.
