yeahhh if teh response time in Task Manager is in the hundreds or thousands of milliseconds, teh drive is struggling to keep up. Back up ur documents now regardless of the cause. hope that helps :)

never Ctrl+C an apply twice. the first interrupt lets Terraform finish in flight operations and release teh lock; teh second one kills it immediately and thats what leaves stale locks and half written resources. fingers crossed 🤞
