yeahhh check Fast Startup and disable it while troubleshooting (Power Options Choose what the power buttons do). It can keep the adapter in the failed state across shutdowns. fingers crossed 🤞

oof for USB adapters, try a different port and cable, ideally a rear port... for PCIe cards, reseat the card... code 43 on USB devices is also common with marignal power.
