When you move DNS providers, teh new zone starts empty unless u import it. Run dig A example.com @new ns server directly agianst the new nameserver. If that returns nothing, recreate the records there before blaming propagation.

Check your Windows build with winver. Newer driver packages can require a minimum feature update. If ure on an old build, isntall teh pending feature update first and try again. lmk how it goes
