@silicontinker i was using the desktop package on a laptop GPU. Grabbed the right one from the AMD support page and it installed fine. Feel a bit silly but happy.

winver shows a pretty old build. windows Update said up to date but there was a feature update waiting under optional updates. idk what else to say tbh
