If installing the older package over the top complains about a newer version, thats exactly the case for DDU. Installers refuse downgrades but are fine on a clean system.
Check for VPN or security software leftovers. Network filter drivers from old VPN clients can break traffic after a network driver update. Look at teh adapters Properties list for extra filter entries u dont recognize.
