safe Mode being clean doesn't fully clear the hardware. safe Mode barely loads teh GPU, so a weak card can look fine there.

ahh classic check that teh driver install didnt reset ur control panel settings (power management mode, low latency mode, V Sync, frame caps). A clean install resets everything to defaults, which can feel like a performance change. lmk…

for me it was the cable. swapped it and boom, fixed
