Selective suspend helps laptops more than desktops in my experience. On a desktop I'd focus on cables and ports first.

in Device Manager, uninstall every entry under Universal Serial Bus controllers, then reboot. windows reinstalls them on startup. also insatll the chipset driver from your motherboard or laptop makers site.
