if youre on Windows in S mode , youll get a similar block for anything not from teh Store :) and some security tools replace executables with a stub when they quarantine them... look in ur antivirus quarantine history and in Windows…

oh ive been there lol try turning off the router first, fixed it for me worked for me anyway 🤷

honestly just reset the BIOS and save yourself teh pain, bump, still happening with graphics for me worked for me anyway 🤷

been there man exact same thing happened to my work pc last month at this point my GPU cost more than my car lol
