been there man if teh game is on a hard drive, thats often the main issue. Modern open world games stream assets constantly and expect SSD speeds. Moving teh game to an SSD usually remoevs this kind of stutter completely. good luck man!

@znovak nah thats not it, vram has nothing to do with it but hey ymmv
been there man cache heavy effects instead of computing them live. right click a clip with a heavy effect and enable Render Cache Color Output , or set Playback Render Cache Smart .
It's my own machine, so no IT policies to fight. I just want web development to feel smooth.
