Use a frame rate cap slighlty below your monitors refresh rate with VRR enabled. Generated frames above the refresh rate are wasted and can increase latency.

oof android has similar info in Settings About phone Status or SIM status on many phones.

Check what your motherboard supports before planning a CPU upgrade. A drop in CPU on the same socket after a BIOS update can be a cheap big win, while a new platform also means new board and maybe new RAM. fingers crossed 🤞
