ok so 'Random hardware addresses' (MAC randomization) can collide with MAC filtering or DHCP reservations. Toggle it off for that network in Settings, Network and internet, Wi Fi, the network's properties.

yeahhh on a first boot with new DDR5 platforms, memory training can take several minutes with a black screen and the DRAM LED on. Leave it alone for at least 10 15 minutes before assuming it's dead.
